Laser Regulations – Keeping Employees Up-to-Speed

The American National Standard for Safe Use of Lasers (ANSI Z136.1 – 2014) is the primary driver for all laser safety training in the U.S.A.  ANSI Z136.1-2014 is recognized by OSHA as the guide for laser end users in any environment. 

The fundamental laser safety training requirements are as follows:

  • You must provide training for each laser safety officer (LSO)
  • You must train each employee routinely working with or potentially exposed to Class 3B or Class 4 laser radiation

Above all, employers should have a designated Laser Safety Officer (LSO).  They should educate and train each employee in the proper use of Personal Protection Equipment (PPE).

At minimum, the employer must provide the following:

  • When, what type and limitations of PPE
  • How to put on and remove PPE
  • Care, maintenance and disposal of PPE
  • How to respond to an emergency
  • Written laser safety certification.
  • Acknowledgement of the laser safety training by the employee

The LSO and laser end user should take every interaction as an opportunity to train.  But training classes and refresher courses are not the same thing. To clarify, your institution should set an initial knowledge expectation that can be achieved through a formal training regimen. This is supported by ongoing, periodic refresher courses or modules that serve to maintain awareness. Certainly, if an individual is not capable of understanding the dangers of lasers,  then even the best awareness or refresher course will not help.

Laser safety training should be integrated into existing orientation programs.  That is to say, training on laser regulations should be a requirement before allowing personnel to work in a laser environment.  Each user’s level of proficiency should be measured by written exam or oral questioning.  Most importantly, you should not allow anyone to operate any laser before exhibiting an established degree of competency.

An annual refresher course should be sufficient.  This should balance presentations with Q&A periods.
